Ice Needle
5 Pts, Lvl 20:  Speeds casting by 40% for Mindblast, the next skill in the chain.
Retaliate
5 Pts, Lvl 52:  50% chance to activate Mana Barrier II.
Glacial Retreat
4 Pts, Lvl 28:  Speeds casting by 40% for Lightning Trap, the next skill in the chain.
Teleport Jaunt
3 Pts, Lvl 22:  Decreases cooldown by 15%.
Mindblast
5 Pts, Lvl 24:  Increases casting speed by 30%.
Fireblast
3 Pts, Lvl 58:  Decreases cooldown by 10%.
Mana Barrier

    Probably another option for this build would be change Hail Storm Glyph of Brilliance for Mindblast GLyph of Persistance in order to have more control and sources on your CC skills. Enjoy it!
