The quest for your first mount will automatically appear in your quest log when you reach level 11. The quest is called Saddle Up.



Once you have the quest, go to city of Velika, and talk to Dougal.



Then you talk to Haines to obtain the Riding Skill: Bay Gelding.



Right click on the book to learn the skill, and it will be available in your skill list.
